III.                 CONSENT AGENDA: All matters listed under the Consent Agenda are considered to be routine and can be enacted in one motion.

A.      Board of Supervisors

1.        Reappoint Mr. Billy Yang as the District One representative and Mr. Floyd Young as the District Five representative to the Community Services Commission for terms to expire December 31, 2010. (07-001)

2.        Reappoint Mr. Virgil Zimmerman as the District One representative and Mr. Terry Flanagan as the District Five representative to the Yuba County Planning Commission for terms to expire December 31, 2010. (07-002)

3.        Reappoint Mr. Robert Winchester to the Fish and Game Advisory Commission as the District Five representative for a term to expire December 31, 2010. (07-003)

4.        Reappoint Mr. Charles Carver as the District One representative and Ms. Sue Cejner as the District Five representative to the Yuba County Library Advisory Commission for terms to expire December 31, 2010. (07-004)

5.        Reappoint Mrs. Gertrude Hinojosa to the Yuba County Commission on Aging as the District One representative for a term to expire December 31, 2010. (07-005)

6.        Adopt resolution affirming January 2, 2007 a County holiday as an observance of a National Day of Mourning in honor of former President Gerald R. Ford. (07-006)

B.       Clerk of the Board of Supervisors

1.        Adopt Local Appointment List of ongoing boards, commissions, and committees appointed by the Board of Supervisors. (07-007)

2.        Approve minutes of the regular meeting of December 12, 2006.

3.        Appoint Mr. Donald Rae to the Plumas Lake Specific Plan Design Review Committee for a term to expire January 9, 2008. (07-008)

C.       Health and Human Services

1.        Approve amendment to the agreement with The Regents of the University of California for eligibility services and authorize Chairman to execute same.  (Human Services Committee Recommends Approval) (07-009)

D.      Probation

1.        Authorize relief of liability for cash shortage of $80 that occurred in Revenue and Recovery Unit November 17, 2006. (07-010)

E.       Sutter Yuba Local Child Care Planning Council

1.        Approve Certification Statement regarding composition of local Child Care Planning Council membership and authorize Chairman to execute same. (07-011)

F.       Treasurer-Tax Collector

1.        Receive annual review of Investment Policy 2007. (07-012)

IV.                 PUBLIC COMMUNICATIONS: Any person may speak about any subject of concern provided it is within the jurisdiction of the Board of Supervisors and is not already on today's agenda.  The total amount of time allotted for receiving such public communication shall be limited to a total of 15 minutes and each individual or group will be limited to no more than 5 minutes.  Prior to this time speakers must fill out a "Request to Speak" card and submit it to the Clerk of the Board of Supervisors. Note:  No Board action can be taken on comments made under this heading.

V.                   COUNTY DEPARTMENTS

A.      County Administrator

1.        Consider request from River Highlands Community Services District for financial and technical assistance and take action as appropriate. (07-013)

B.       Public Works

1.        Receive presentation and provide direction regarding Yuba River Parkway Project Study and public workshop on Wednesday, February 7, 2007. (07-014)

2.        Receive update on Proposition 1B funding and provide direction regarding financing of the Plumas Lake Boulevard interchange and the use of State Transportation Improvement Program (STIP) funds. (07-015)

VI.                 ORDINANCES AND PUBLIC HEARINGS: If you challenge in court the action or decision of the Yuba County Board of Supervisors regarding a zoning, planning, land use or environmental protection matter made at any public hearing described in this notice, you may be limited to raising only those issues you or someone else raised at such public hearing, or in written correspondence delivered to the Yuba County Board of Supervisors at, or prior to, such public hearing.

10:00 A.M.            A.    Ordinance - Hold public hearing, waive first reading, and introduce ordinance amending Chapter 9.25 of the Yuba County Ordinance Code relating to commercial vehicle parking restrictions. (First Reading) (07-016)

B.       Public Hearing - Hold public hearing, adopt resolution adopting mitigated negative declaration and mitigation monitoring plan and approving Planned Unit Development PUD 2005-0005 and Tentative Subdivision Tract Map TSTM 2005-0046 (Vance), waive reading, and adopt ordinance rezoning certain property to Medium Density Residential (R-2) PUD. C.       Public Hearing - Hold public hearing, adopt resolution adopting mitigated negative declaration and mitigation monitoring plan and approving Planned Unit Development PUD 2006-0002 and Tentative Subdivision Tract Map TSTM 2006-0001 (Maples/Welch), waive reading, and adopt ordinance rezoning certain property to Medium Density Residential (R-2) PUD.
