III.                 CONSENT AGENDA: All matters listed under the Consent Agenda are considered to be routine and can be enacted in one motion.

A.      Bi-County Cooperative Extension

1.        Authorize Budget Transfer in the amount of $8,000 from Account No. 101-0000-371-9899 (Miscellaneous Revenue) to Account No. 101-0101-411-5240 (4HCamp Contribution) for completion of shower house and incidental costs for camp maintenance and repairs. (07-270)

B.       Board of Supervisors

1.        Appoint Mr. John Hollis to the Yuba County Commission on Aging as the District Two representative for a term to expire December 31, 2008. (07-271)

2.        Reject request for appeal of Transient Occupancy Tax assessment from Environmental Alternatives as not timely filed pursuant to Section 5.30.120 of the Yuba County Ordinance Code and direct Clerk of the Board to issue notification. (07-272)

C.       Clerk of the Board of Supervisors

1.        Approve minutes of the regular meetings of May 8, 15, and 22, 2007.

2.        Authorize Budget Transfer in the amount of $300 from Account No. 101-1701-411-2300 (Professional Services) to Account No. 101-1701-411-2900 (Travel) to cover year-end shortage. (07-273)

D.      District Attorney

1.        Authorize Budget Transfer in the total amount of $12,500 to appropriate $4,500 from Department Fund 074 (D.A. Seized Assets) and transfer to various line items to cover year end expenditures. (Law and Justice Committee Recommends Approval)  (07-274)

 

 

E.       Library

1.        Authorize Budget Transfer in the amount of $5,000 from Account No. 101-0000-361-62-23 (Library Literacy) to Account No. 101-6000-462-23-04 (Library Grants) for First Five Yuba Commission Grant.  (07-275)

F.       Public Guardian

1.        Approve contract with Panoramic Software, Inc. for software programs, training and maintenance and authorize Chairman to execute same.  (07-276)

G.       Sutter Yuba Mental Health

1.        Approve County Certification for Annual License Renewal of two local narcotic treatment programs.  (Human Services Committee Recommends Approval)  (07-277)

H.      Treasurer-Tax Collector

1.        Authorize the transfer of unclaimed monies in the total amount of $4,899.49 to General Fund Account No. 101 per Government Code §50055.  (07-278)

2.        Approve discharging accountability for collection of taxes, penalties, and interest on Unsecured Property Taxes. (07-279)

3.        Authorize Treasurer and County Auditor to pay any related fees regarding Tobacco Securitization from Fund No. 229. (07-280)

IV.                 SPECIAL PRESENTATION

A.      Present fourteenth graduating class of the Yuba Sutter Microenterprise Training Program. (10 minute estimate) (07-281)

V.                   PUBLIC COMMUNICATIONS: Any person may speak about any subject of concern provided it is within the jurisdiction of the Board of Supervisors and is not already on today's agenda.  The total amount of time allotted for receiving such public communication shall be limited to a total of 15 minutes and each individual or group will be limited to no more than 5 minutes.  Prior to this time speakers must fill out a "Request to Speak" card and submit it to the Clerk of the Board of Supervisors. Note:  No Board action can be taken on comments made under this heading.

A.      Agricultural Commissioner
