III.                 CONSENT AGENDA: All matters listed under the Consent Agenda are considered to be routine and can be enacted in one motion.

A.      Board of Supervisors

1.        Approve letter of support to Governor Schwarzenegger regarding funding for Williamson Act and authorize Chairman to execute same. (07-455)

2.        Approve opposing Senate Bill 375 regarding greenhouse gas emissions and authorize Chairman to execute letter of opposition. (07-456)

B.       Clerk of the Board of Supervisors

1.        Appoint Mr. Steven Higgins to the Area 4 Agency on Aging Governing Board for a term to expire August 14, 2010. (07-457)

2.        Reappoint Ms. Sheri Alongi to the In-Home Supportive Services Advisory Committee for a term to expire August 14, 2009. (07-458)

C.       Community Development and Services

1.        Approve fifth amendment to agreement with Pacific Municipal Consultants and authorize Chairman to execute same. (Land Use and Public Works Committee Recommends Approval) (07-459)

2.        Authorize removal of county assets from the Road Fund and Surveyor inventories. (Land Use and Public Works Committee Recommends Approval) (07-460)

3.        Approve first amendment to agreement between Willdan and Yuba County Planning Department for professional services and authorize Chairman to execute same.  (Land Use and Public Works Committee Recommends Approval) (07-461)

4.        Award contract to the apparent low bidder Escheman Construction for County Service Area 15 paving project and authorize Chairman to execute same. (07-462)

5.        Adopt resolution approving grant agreement with Office of Traffic Safety for traffic collision database, authorizing Chairman to execute same, and authorizing Public Works Director to execute all documents related to the grant upon review and approval of County Counsel. (07-463)

6.        Authorize Budget Transfer in the total amount of $372,541.68 from Planning Division Trust Fund 255 to General Fund for recognition of work performed and revenue earned for the period of April through June 2007. (07-464)

7.        Approve agreement with University Enterprises Inc. for cultural resources research for the General Plan Update and authorize Chairman to execute same. (07-465)

D.      Health and Human Services

1.        Approve Children's Medical Services Plan Guidelines for Fiscal Year 2007/2008 and authorize Chairman to execute certification statement. (Human Services Committee Recommends Approval) (07-466)

2.        Adopt resolution authorizing agreement with California Department of Health Services for AIDS Block grant and authorizing Chairman to execute necessary documents required by grant. (Human Services Committee Recommends Approval) (07-467)

E.       Personnel/Risk Management

1.        Authorize catastrophic leave for employee in the Sheriff's Department. (07-468)

IV.                 SPECIAL PRESENTATION

A.      Receive presentation on Sutter Yuba Economic Development Corporation from Chief Operating Officer Steve Brammer. (No background material) (Ten minute estimate) (07-469)

V.                   PUBLIC COMMUNICATIONS: Any person may speak about any subject of concern provided it is within the jurisdiction of the Board of Supervisors and is not already on today's agenda.  The total amount of time allotted for receiving such public communication shall be limited to a total of 15 minutes and each individual or group will be limited to no more than 5 minutes.  Prior to this time speakers must fill out a "Request to Speak" card and submit it to the Clerk of the Board of Supervisors. Note:  No Board action can be taken on comments made under this heading.

VI.                 COUNTY DEPARTMENTS

A.      Community Development and Services

1.        Adopt resolution approving submission of HOME Investment Partnership Program application for new construction rental project and authorizing Community Development Director to execute all related documents upon review and approval of County Counsel. (Ten minute estimate) (07-443)

VII.               ORDINANCES AND PUBLIC HEARINGS: If you challenge in court the action or decision of the Yuba County Board of Supervisors regarding a zoning, planning, land use or environmental protection matter made at any public hearing described in this notice, you may be limited to raising only those issues you or someone else raised at such public hearing, or in written correspondence delivered to the Yuba County Board of Supervisors at, or prior to, such public hearing.

A.      Ordinance - Hold public hearing, waive reading and introduce ordinance repealing Chapter 8.76, 8.77 and 8.78 and re-enacting Chapter 8.76 regarding County parks and recreation areas. (First Reading) (Land Use and Public Works Committee Recommends Approval) (Ten minute estimate) (07-470)
