Approve
request for reconveyance to Century Cedar Log Home, parcel 1 of parcel map
2000-10, Yuba County Airport, Industrial Park No. 3, and authorize Chairman to

Approve
lease agreement relating to Airport Terminal area Site No. 5 between Yuba
County and Gary Guilliat and authorize Chairman to execute same. (07-599)
B.
Clerk of the Board of Supervisors
1.
Approve minutes of the regular meeting of October 16, 2007.
2.
Appoint
Mr. Bob Swift to the Community Services Commission as the District Five
representative for a term to expire December 31, 2010. (07-600)
3.
Reappoint
Mr. Dan Lucero to the Keystone Cemetery District for a term to expire November
6, 2011. (07-601)
4.
Reappoint
Ms. Margery Hubbard to the Substance Abuse Advisory Board for a term to expire

Reappoint
Ms. Patricia Stutte to the Sutter-Yuba Mental Health Advisory Board as a

Clerk-Recorder/Elections
1.
Adopt
five resolutions appointing unopposed special district candidates for the
November 6, 2007 Special District Election. (07-604)
2.
Adopt
resolution authorizing Yuba County Clerk Recorder-Registrar of Voters to enter
into agreement with California Secretary of State for "Hava Elections
Assistance for Individuals with Disabilities (EAID) section 261 Program"
and authorizing Clerk-Recorder-Registrar of Voters to execute document as
required by the grant and any pertinent documents related to this program and
authorize acceptance of funds. (07-605)

Community Development and Services
1.
Approve
funding recommendations for 2008 Community Services Block Grant Proposals.

2.
Authorize
appropriation of funds in the amount of $25,000 for 2005 Community Development
Block Grant Planning and Technical Assistance Grant #05-PTAA-1721 for
anticipated payments and program administration costs through December 2007.

resolution pertaining to Tax Revenue Exchange, LAFCo File Number 2007-0003
(North Yuba Water District, Roman Catholic Church). (Finance and Administration

Memorandum of Understanding among CEMEX Inc., (formerly Patterson Sand and
Gravel) and Placer and Yuba Counties regarding lead agency status and authorize

classification changes for Code Enforcement Officer I/II and establishing Code
Enforcement Officer III - Personnel/Risk Management/Community Development and
Services and authorize Chairman to execute same. (Finance and Administration

Approve
re-title of Social Worker CPS and APS series, to Social Worker Child Welfare
Services and Adult Services and adopt resolutions amending the Departmental
Position Allocation Schedule and the Basic Salary/Hourly Schedule as it relates

V.

today's agenda. The total amount of time
allotted for receiving such public communication shall be limited to a total of
15 minutes and each individual or group will be limited to no more than 5 minutes. Prior to this time speakers must fill out a
"Request to Speak" card and submit it to the Clerk of the Board of
Supervisors. Note: No Board action can
