III.                 CONSENT AGENDA: All matters listed under the Consent Agenda are considered to be routine and can be enacted in one motion.

A.      Agricultural Commissioner

1.        Approve letter of support for Local Groundwater Assistance Program grant application for Yuba County Water Agency and authorize Chairman to execute same. (07-629)

B.       Board of Supervisors

1.        Appoint Mr. James Hill for a term to expire November 2009 and Mr. David Honeyman and Mr. Richard Markstein for terms to expire November 2011 to Ramirez Water District Board of Directors pursuant to Elections Code Section 10515. (07-630)

2.        Adopt resolution approving an application for on-sale beer alcoholic beverage license for Golden State Casino located at 5402 Lindhurst Avenue. (07-631)

C.       Clerk of the Board of Supervisors

1.        Approve minutes of the regular meetings of October 23, 2007 and November 6, 2007.

2.        Reappoint Mr. Morris Moody to the Keystone Cemetery District with a term to expire December 4, 2011. (07-632)

D.      Community Development and Services

1.        Approve plans and specifications and authorize advertisement of bid for Lindhurst Avenue Bike Lane and Drainage Project with a bid opening date of January 3, 2008. (07-633)

ADDENDUM TO AGENDA           Add the following to Consent Agenda under Community Development and Services

2.        Adopt resolution authorizing Public Works to apply to Sacramento Area Council of Governments for a grant through the Bicycle and Pedestrian Grant Program, authorizing Public Works Director to execute documents as required by the application and any pertinent documents related to administration of the grant. E.       County Counsel

1.        Adopt resolution authorizing implementation of a medical marijuana identification program. (07-634)

F.       Health and Human Services

1.        Adopt resolution adopting rules, regulations, and policies; and establishing standards of aid and care for indigent and dependent individuals that are residents of Yuba County. (Human Services Committee Recommends Approval) (07-635)

G.       Sutter-Yuba Mental Health

1.        Approve agreement with North Valley Behavioral Health Facility for involuntary hold authority and authorize Chairman to execute same. (07-636)

2.        Approve agreement with Sequoia Psychiatric Center for involuntary hold authority and authorize Chairman to execute same. (07-637)

IV.                 SPECIAL PRESENTATION

A.      Receive presentation from Camptonville Community Partnership, Inc. on Community Health Action Plan (Cathy LeBlanc). (Ten minute estimate) (07-638)

B.       Receive presentation from Dr. Ozeran regarding Basic Principles of the Yuba-Sutter Healthcare Council. (Ten minute estimate) (07-639)

C.       Receive California State Fair exhibit awards for 2006 and 2007 presented by Marysville High School Future Farmers of America. (Ten minute estimate) (07-640)

V.                   PUBLIC COMMUNICATIONS: Any person may speak about any subject of concern provided it is within the jurisdiction of the Board of Supervisors and is not already on today's agenda.  The total amount of time allotted for receiving such public communication shall be limited to a total of 15 minutes and each individual or group will be limited to no more than 5 minutes.  Prior to this time speakers must fill out a "Request to Speak" card and submit it to the Clerk of the Board of Supervisors. Note:  No Board action can be taken on comments made under this heading.

VI.                 COUNTY DEPARTMENTS

A.      Board of Supervisors

1.        Appoint one individual to the Wheatland Cemetery District with a term to expire December 4, 2011. (Five minute estimate) (07-641)

B.       Library

1.        Adopt resolution authorizing the Memorandum of Understanding between the Yuba County Library and the City of Wheatland for Bokomaten Unit at the Wheatland Community Center and authorizing Library Director to execute same; and authorize Budget Transfer  in the amount of $132,929 from Account No. 101-0000-361-62-23 (Literacy) to Account No. 101-6000-462-23-03 (Grants) to allocate grant funds. VII.               ORDINANCES AND PUBLIC HEARINGS: If you challenge in court the action or decision of the Yuba County Board of Supervisors regarding a zoning, planning, land use or environmental protection matter made at any public hearing described in this notice, you may be limited to raising only those issues you or someone else raised at such public hearing, or in written correspondence delivered to the Yuba County Board of Supervisors at, or prior to, such public hearing.

A.      Public Hearing - Hold public hearing and approve proposed expenditures for California Option for Public Safety Program (COPS) Funds for Fiscal Year 2007/2008. (07-643)

B.       Ordinance - Hold public hearing, waive reading, and adopt ordinances adding Chapter 6.36 relating to junk dealers and scrap metal recyclers and repealing and reenacting Chapter 6.35 as amended relating to secondhand dealers and pawnbrokers to the Yuba County Ordinance Code.
