III.                 CONSENT AGENDA: All matters listed under the Consent Agenda are considered to be routine and can be enacted in one motion.

A.      Community Development and Services

1.        Receive final maps under review pending approval of County Surveyor (07-653):

a. Tract Map No. 2004-52, Ross Ranch Large Lot Map for Ross Ranch Associates, LLC, a Delaware Limited Liability Company.

b. Tract Map No. 2005-42, Sutton Ranch Estates.

c. Tract Map No. 2005-30, Draper Ranch North.

B.       Health and Human Services

1.        Approve agreement with California Department of Public Health (CDHP) to enter death certificate data into AVSS or EDRS for the term of July 1, 2007 through June 30, 2008 (Human Services Committee Recommends Approval) (07-654)

2.        Adopt resolution authorizing Health and Human Services to enter into agreement with California Department of Public Health for Public Health Emergency Preparedness Funds for August 31, 2007 to August 9, 2008 and authorizing Chairman to execute documents as required by the agreement and any pertinent documents related to this program and to accept funds. (Health and Human Services Committee Recommends Approval) (07-655)

C.       Personnel/Risk Management

1.        Approve classification changes abolishing Social Worker II/III (LT) and establishing a Senior Housing Specialist, and adopt resolutions amending the Departmental Position Allocation Schedule No. 2007-86 and amending the Classification System/Basic Salary Schedule No. 2007-87 as it relates to same. (Finance and Administration Committee Recommends Approval) (07-656)

D.      Sheriff-Coroner

1.        Authorize Budget Transfers in the total amount of $195,545 to and from various line items to appropriate grant revenue and to cover current and projected program shortages. (07-657)

E.       Treasurer-Tax Collector

1.        Adopt resolution delegating investment authority to Yuba County Treasurer. (07-658)

IV.                 SPECIAL PRESENTATION

A.      Receive presentation from participants of Student Town Hall and comments from Community Town Hall meetings as they relate to the General Plan Update process. (15 minute estimate) (07-659)

V.                   PUBLIC COMMUNICATIONS: Any person may speak about any subject of concern provided it is within the jurisdiction of the Board of Supervisors and is not already on today's agenda.  The total amount of time allotted for receiving such public communication shall be limited to a total of 15 minutes and each individual or group will be limited to no more than 5 minutes.  Prior to this time speakers must fill out a "Request to Speak" card and submit it to the Clerk of the Board of Supervisors. Note:  No Board action can be taken on comments made under this heading.

VI.                 COUNTY DEPARTMENTS

A.      County Administrator

1.        Approve appointment of Mr. Tom Sherry as Assistant Director of Human and Mental Health Services for Sutter-Yuba Mental Health effective December 15, 2007. (Ten minute estimate) (07-660)

B.       Community Development and Services

1.        Adopt resolution designating Ostrom Road at Virginia Road an all-way stop intersection. (Five minute estimate) (07-661)

2.        Adopt resolution authorizing closure of Alleghany Road Bridge (Bridge No. 16C-017) at Oregon Creek until replaced or repaired. (Five minute estimate) (07-662)

3.        Receive status report regarding General Plan Update (2030) and provide direction to staff for continued processing of major projects. (Fifteen minute estimate) (07-663)

VII.               ORDINANCES AND PUBLIC HEARINGS: If you challenge in court the action or decision of the Yuba County Board of Supervisors regarding a zoning, planning, land use or environmental protection matter made at any public hearing described in this notice, you may be limited to raising only those issues you or someone else raised at such public hearing, or in written correspondence delivered to the Yuba County Board of Supervisors at, or prior to, such public hearing.

A.      Ordinance - Hold public hearing, waive reading, and adopt ordinance repealing and reenacting Chapter 10.05 of the Yuba County Ordinance Code relating to Standards of Building Construction. B.       Public Hearing - Hold public hearing and adopt findings of facts, conclusions of law and orders authorizing assessment of administrative and abatement costs and penalties, and recording of lien located at 6223 Mapes Way, Marysville, (Lantsberger, Richard C.). (07-664)

VIII.             ITEM OF PUBLIC INTEREST

A.      Consider request from Barbara Coney and Nicolas Walker for waiver/reduction regarding Lot Line Adjustment (LLA) 2006-0042 and take action as appropriate. (Ten minute estimate) (07-665)
