To whom does a local district or agency send their approved boundary and division maps and resolutions or ordinances?
A local district or agency should deliver their map showing the boundaries of the district or agency and the boundaries of the divisions of the district or agency to the County Elections Official. This general rule is subject to any provisions of the principal act creating the district or agency.
Can the supervisorial district boundaries be adopted by resolution or must it be done by ordinance?
The supervisorial district boundaries may be adopted by resolution or ordinance. Currently, Ordinance Code Chapter 2.05 sets forth the supervisorial district boundaries by metes and bounds description. If the County chooses to adopt the supervisorial district boundaries by resolution, then Chapter 2.05 should be repealed. Furthermore, nothing in the Elections Code requires that the adoption of the supervisorial district boundaries be a description by metes and bounds. In fact, in reading through the relevant statutes (Elections Code sections 21500-21509) it appears that the legislature intended such adoption, be done by the adoption of a map depicting the supervisorial district boundaries.
