The Yuba County Multi-Jurisdictional Multi-Hazard Mitigation Plan is the product of a collaborative effort between the County of Yuba. Plans developed for the Yuba County Multi-Hazard Mitigation Project included single-jurisdiction plans for the Dobbins-Oregon House Fire Protection District and the Yuba County Water Agency. The Yuba County Multi-Jurisdictional Multi-Hazard Mitigation Plan consists of the following sections:
1. Introduction: This section provides background information on Yuba County and its special districts. This includes descriptions of the roles and responsibilities of Yuba Count and the jurisdictions, emergency fire, law, and medical services, and areas of historic and environmental significance
2. Planning Process: This section details the process used in developing the Plan, including listings of planning participants and mitigation committee members; descriptions of community meetings; the process for public review and comment on the Plan; and the process for adopting the Plan. Additional documentation of the planning process is included in separate appendices.
3. Local Capabilities: This section provides information on the capabilities of Yuba County and its special districts’ ability to engage in the process of hazard mitigation. Information on technical and financial resources available and the County’s regulatory tools related to hazard mitigation is included in this section, along with a list and description of recent major hazard mitigation projects within the County. The assets of Yuba County and its special districts is provided in this section as well.
4. Risk Assessment. This section provides profiles of the hazards that affect Yuba County and a discussion of the area’s development trends. A description of the process of identifying hazards is included. Information on each of the identified hazards is provided, including the location, extent, magnitude, and severity of the hazards, a discussion of historical occurrences and the probability of future occurrences, potential vulnerability and loss estimates and the impact of future development.
5. Mitigation Strategies: This section provides information on the hazard mitigation strategy of Yuba County, based on the findings of the risk assessment conducted in Section 4. The strategy includes local mitigation objectives, future mitigation projects, and a listing of all mitigation projects considered throughout the course of the planning process
6. Plan Maintenance: The process for maintaining and updating the plan is discussed in this section, which includes the process for maintaining the Plan, updating the plan as new information becomes available, and the process for continued public involvement.
