Risk Management & Safety


The Risk Management division of Yuba County Human Resources is responsible for identifying, avoiding and mitigating risks and minimizing the negative impact of accidental losses upon County operations. Risk management consists of background and internal investigations, disability management, general liability, safety, unemployment insurance, and workers' compensation.




Background and Internal Investigations

Human Resources conducts pre-employment background investigations for applicants prior to appointment to ensure timely identification of any history, criminal or otherwise, which could adversely affect job performance or public safety.  In addition, Human Resources is responsible for investigating violations of discrimination or harassment.

Disability Management
Human Resource's disability management goal is to enhance the health of County employees so they can provide quality services to County residents.  We provide a variety of medical and psychological services to all County departments, including: pre-employment medical screenings, peace officer medical and psychological evaluation, fitness for duty, and return to work evaluations.  In addition, Human Resources implements and has oversight for the County's ADA/FEHA compliance and policies, ensures that appropriate accommodations are made for employees according to statutes, and designates and monitors various types of leaves.

General Liability

Human Resources is tasked with mitigating risks and exposures to protect County assets, and procuring appropriate types and levels of insurance.

Safety

Human Resources provides guidance, training and technical support to County departments on maintaining a safe and healthy work environment for our employees as well as visitors to County facilities.  The key safety programs include injury and illness prevention, ergonomics, drug and alcohol testing, and the DMV Pull Notice Program.  Human Resources/Risk Management controls claim costs by promoting worker health and safety through training, and compliance with CalOSHA regulations.  SDS Online

Unemployment  Insurance
Yuba County's unemployment insurance program is self-insured.  Human Resources evaluates claims filed by former employees for unemployment insurance benefits to comply with the State of California Employee Development Department's eligibility criteria and maintain cost effectiveness for the County. 

Workers' Compensation

Yuba County workers' compensation insurance benefits are provided through the CSAC Excess Insurance Authority’s Primary Workers’ Compensation Program, an insurance pool of a number of public entities, and is administered through York Risk Services Group.  Our mission is to provide state mandated benefits to all County employees and other qualified recipients in a timely, professional and cost-effective manner.
