Tri County Youth Rehabilitation Campus

The first tri-county, regional juvenile hall and camp program are located in Marysville, California providing services to the communities of Yuba, Sutter and Colusa Counties.  Since 1976, the facility operated under a Joint Powers Agreement between Yuba and Sutter Counties. In May of 2014, Colusa joined the Joint Powers Agreement and the facility was renamed Tri County Juvenile Rehabilitation Facility. The concept of regionalizing services works well due to Marysville's close proximity to the three partner counties.   

Juvenile Hall is a 60 bed, 24-hour maximum security detention facility for youth of all genders located in Marysville at 1023 14th Street. The facility design affords each youth an individual room with restroom facilities.  The facility provides temporary holding for youth who are pending disposition before the Juvenile Court. Although a small number of youth are serving court ordered commitments or going through the Adult Court process, the majority of the youth detained in the facility are pending Juvenile Court proceedings.

Maxine Singer Youth Guidance Center, "Camp Singer", is a 48 male bed facility and a 12 bed female facility which was opened in 2001 and is also located in Marysville at 1023 14th Street. It was developed as an alternative to out of home placements and extended stays at Juvenile Hall. Camp Singer provides a safe environment featuring open dormitory housing. Our custodial staff provide a safe and culturally sensitive environment where youth receive the attention and support they need to address issues while achieving their goals.

Yuba County Probation is the administrative agency responsible for the management and daily operation of the institutions. Juvenile Correctional Officers, medical and behavioral health staff, school teachers, and other facility support staff make every effort to address the social, behavioral, psychological, and emotional needs of the detained youth. Their shared goal is to provide services that will assist the youth in successfully reintegrating back into the community.


Oversight

Facility oversight is provided by the Tri-County Juvenile Rehabilitation Oversight Committee.  The committee is comprised of the Superintendent of Institutions, two members from the Board of Supervisors from each partner county, each county's Chief Probation Officer and County Administrator.  The committee meets at least once each quarter of every fiscal year. 

Annually, the juvenile institutions physical facilities, programs and operations are reviewed by the Grand Jury and Juvenile Justice Delinquency and Prevention Committees of the three partner counties, as well as Yuba's Presiding Judge of the Juvenile Court and Chief Probation Officer.  Additionally, inspections are conducted by the following Yuba County Agencies: Environmental Health, Office of Education, Public Health and Building Department.

Bi-Annual inspections are completed by:
          •  State of California Board of State and Community Corrections
          •  Office of the State Fire Marshall
