Special Districts & Other Taxing Agencies

The Auditor-Controller's Office interacts and, at times, provides specific services to various governmental agencies in Yuba County.  These services range from placing direct assessments on tax rolls to providing a full range of accounting services.  Some agencies and their relationship to the County are noted below.

Three Rivers Levee Improvement Authority (TRLIA)

The Three Rivers Levee Improvement Authority (TRLIA), a joint powers agency, was established in May 2004 by the County of Yuba and Reclamation District 784 to finance and construct levee improvements in south Yuba County.  The Auditor-Controller of Yuba County acts as the controller for TRLIA.  Additional information about TRLIA can be found at their website, trlia.org.

Yuba Water Agency

The Yuba Water Agency, established by an act of the California State Legislature in 1959 to reduce flood risk and provide sustainable water supply, is a stand-alone public agency governed by a board of seven elected officials (5 elected Yuba County Supervisors, 2 directly elected by voters) to serve the people of Yuba County.  The Agency has 5 primary missions:

  1. Flood risk reduction
  2. Maintain Water Supply
  3. Protect & Enhance Fish Habitat
  4. Hydroelectric Power Generation
  5. Recreation
